The OCS solution
Civil parking enforcement is a highly specialised sector of the parking management industry.
The team of 24 civil enforcement officers (CEOs) will, over the five years of the contract, manage over 40 sq km across the city of Cambridge, mainly patrolling on foot, with some on motor scooters and several (following the city’s tradition of cycling) patrolling on bicycles. The team of highly skilled and experienced professionals is able to advise and guide Cambridgeshire County Council on traffic management issues and parking enforcement policy. As well as their enforcement duties, it is an integral part of a CEO’s role to act as an ambassador for the council and the city, and provide advice or guidance on parking and tourism.
CEOs undergo rigorous training, including equality awareness training, and undertake their duties in a thorough, fair, consistent and professional manner and treat all members of the public equally without showing favour, bias or prejudice.
All new staff undertake extensive training that includes training alongside experienced CEOs to learn evidence gathering, electronic note taking, use of a handheld computer and the different types of parking contraventions. Following this induction, a week long Waste Management Industry Training and Advisory Board (WAMITAB) parking enforcement, customer service and conflict management course and examination must be passed.
The CEOs are regularly monitored by the County Council’s Parking Team using a number of methods, which include:
- on street monitoring
- analysis of data collected on the hand held computers and checking the electronic notes
- weekly meetings with OCS management and shift supervisors
- customer contact, and
- appeals to the issuing of the penalty charge notices.
OCS is a specialist provider of car parking services and has been established within the parking industry for over 75 years, managing parking at shopping centres, retail parks, rail stations, town centres and hospitals.
